AN EFFECTIVENESS OF POLICY IMPLEMENTATION CENTER PRACTICE OF MUANGNOI COUNCILS PASANG DISTRICT, LAMPHUN PROVINCE

Abstract

The objectives of the thesis were as follows: 1) to study the opinion level of people towards the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province, 2) to compare the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province classified by personal factors, 3) to investigate the relationship between application of good governance and the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province, and 4) to find out the problems and recommendations towards the guideline of development effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province. The research used mixed method research. The populations and samples were 357 people from the people in Ban Muang Noi sub-district, Pasang district, Lamphun province. The data were collected by using a questionnaire and analyzed by using computer program in the social sciences research for finding frequency, percentage, mean and standard deviation that tested the hypothesis by t-test and F-test with one-way ANOVA, analyzed Pearson’s Product Moment Correlation and the data from interviews. The researcher will gather data on the essence of the interview, and then analyzed the data content.

The findings of this research were found as follows:

   The populations or the samples in Ban Muang Noi sub-district, Pasang district, Lamphun province, most of people are 196 male of 54.90%, at the age of 36-45 years of 26.90%, education in high school / vocational of 98 people of 27.50%, self-business / trade of 125 people of 35.00%, income 10,000–15,000 Baht of 110 people of 30.80%.

   The opinion level of people towards the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province was overall in the high level.

   The opinion level of the application of good governance with the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province was found that the opinion of people towards the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province was overall in the high level.

   The comparison result of the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province was found that no difference, then rejected the hypothesis. Age, education, occupation, income/salary were difference, then accepted the hypothesis and the relationship of application of good governance with the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province was found that the correlation was overall positive.

   The problems and recommendations about the effectiveness of implementation policy of Ban Muang Noi sub-district municipality, Pasang district, Lamphun province found that the rule of law: legislation or policy without regard to the rights and duties of citizens, without public relations to the people and no opportunity to people for offering policies in the revised policy result. The morality: municipality did not implementation policy as defined fully; the performance of municipality was not a good model to be effective by adhering good morality regularly. The transparency: implementation policy of the municipality was not opportunity to the people in participating of implementation checking and implementation policy without duty determination to the public. The participation: operations did not listen to suggestions that impacted to the people, planning policies and practices did not opportunity to the people in participating activities. The responsibility: the people did not help to resolve the mistake for effectiveness of Development Policy and effectiveness of implementation policy that were not as stated in the policy.

   The result of qualitative study found that the key informants focused on the strengthen of law, rules, regulations, modern, fairness, acceptable to society, the example to society, loyalty, sincerity, diligence, patience, discipline. The creating participation between municipality and people by listening to opinion, engagement ideas, doing and the problem solving of people. The knowledge and ability development both the people and the personnel created unity, responsibility, integrity, ethics, loyalty to themselves and others along with opportunity for all to comment and consideration, awareness of duties and responsibilities in the community, management and resource use in operation properly in order to maximize the benefits to the public.

   
   

Thus, Ban Muang Noi, Pasang district, Lamphun province should promote learning and cultivation on the work by applying good governance of six aspects into state employees and people in order to be good model to controlees. The people in the area should set the policy clearly, should give opportunity to state employees in the organization, there were the participating collaboration of various projects and should have the public relations with community or personnel and the people in Ban Muang Noi sub-district, should have public relation in community or local people. There was the participating of activities development in the community, using resource worthily and in order to get the maximum benefits along policy by applying the principles and the concept of sufficient economy.
