GUIDELINE TO STRENGTHEN COMMUNITY WELFARE, PHEN DISTRICT,UDON THANI PROVINCE

The purpose of this research was to guideline the Strengthen in Community Welfare at Phen District in Udon Thani Province. Researchers divided the research into 3 phases.

Phase 1: Study of problems in the progress of management in community welfare at Phen District in Udon Thani Province. The sample was 15 people, including the Board of Community Fund, Phen District, Udon Thani Province. The research instruments were interview and meeting notes.

Phase 2: Study of guideline of the strengthen in community welfare at Phen District in Udon Thani Province. The sample was 5 experts from purposive sampling. The research instrument was vertical depth interview questions for the purposes of study.

Phase 3: Evaluation of guideline of the strengthen in community welfare to take action with the members of the Community Welfare Fund at Phen District in Udon Thani Province. Members and Community Welfare Fund by Krejcie and Morgan chart were 186 people. The position and the area were classified by Stratified sampling. The research instrument was an evaluation form of possibility guideline of the Strengthen in Community Welfare at Phen District in Udon Thani Province.

The research was divided into 3 phases:

   Step 1: Study of problems in the progress of management in community welfare at Phen District in Udon Thani Province found the problems in 4 points as follows: (1) The assistance were as follows: The Community Fund, Phen District, the Commission considers that people in the community cooperate and support each other a little bit more. (2) The welfare were as follows: Welfare current academic careers, helping disadvantaged groups or funds available in the village. Welfare does not yet cover all aspects. (3) Support of welfare were as follows: Sponsored welfare has not been supported financially by local governments responsible. The activities are for revenue to fund less. Regulations financing for the lack of knowledge. (4) Planning and development were as follows: The implementation plan is unclear. No joint program of community work with local governments. The income fund welfare.

   Step 2: Study of guideline of the strengthen in community welfare at Phen District in Udon Thani Province. (4) Planning and development were as follows: Guidelines of the strengthen in community welfare are management training of career for members of welfare, and the request of the project to support the community or province. The result of research in Step 3 from the evaluation of guideline of the strengthen in community welfare to take action with the members of the Community Welfare Fund at Phen District in Udon Thani Province in 4 points were as follows: (1) The assistance, the overall were at the high level and individual welfare was at the highest level. (2) The welfare, the overall were at the high level and individual welfare of education for children and juveniles was at the highest level. (3) Support of welfare, the overall were at the high level and individual welfare was the support of communications at the highest level. (4) Planning and development, the overall were at the high level and individual were the request of the project to support communication or province at the highest level.
