ADMINITRATION IN ACCORDANCE WITH BRAHMAVIHĀRADHAMMA OF TASAK SUB-DISTRICT MUNICIPALITY ORGANIZATION, PHICHAI DISTRICT, UTTARADIT PROVINCE

Abstract

The objectives of this research were: 1) to study the administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province, 2) to compare the opinion of the administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province by classifying on the personal factors, 3) to study the problems, obstacles, and suggestions administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province, and 4) to study development guideline administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province. The study was a mixed method research. Population and sample were 1,390 people. The samples were 311 people by using the formula of Taro Yamane. The data were collected by using questionnaire and analyzed by using computer program in Social Sciences research for finding frequency, percentage, mean and standard deviation to describe general information. Testing the hypothesis by t-test and F-test with One Way ANOVA found that was difference then test by the least significant difference. In the part of open-end showed the problems, obstacle, and suggestions, the researcher arranged the group according to the issues of open-end. Then, there was to analyze by frequency and data from interviews, the researcher will gather data on the essence of the interview, and then content analyzed.

The results of research were found as follows;

   The administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province was found that, the overall was at the highest level (X = 4.31, S.D. = 0.362). Considering the administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province in each aspect from the highest to lowest were found that the Mettā aspect (loving-kindness) was at the highest level, the second level were the Upekkhā, Karunā and Muditā aspects respectively.

   The comparison of the administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province using the hypothesis test by different analysis according to individual factor that was found that the gender, age, education and career were not different that rejected the hypothesis but the income was different that the hypothesis was accepted.

   The problems, obstacles, and suggestions administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province was found that the Mettā aspect (Loving-kindness), administration of municipality did not have a confidence to decide, be afraid to look far ahead, did not understand a problem and not consider the people by works but consider by goodness. The Karunā aspect (Compassion) was found that administration of municipality did not have the time for advice and solve a problem of people, did not ask about healthy and sometimes unconsidered a suffering of people. The Muditā aspect (Sympathetic joy) that administration of municipality did not show gladness sometime did not have sympathetic with people who comes to coordinate. The Upekkhā aspect (Equanimity) the administration of municipality defect about justice in gets a reward to people. Municipality be partial, did not open-mindedness, did not stand for fairness. Suggestion they should have promoted a moral principle for make people used it in administration and should give the fair and neutrality with every people.

   The result of interview the guideline the administration in accordance with Brahmavihāradhamma of Tasak Sub-District Municipality, Phichai District, Uttaradit Province were found that the mostly important informant were to emphasize about the administration of municipality should have apply the moral principle to their work for make a people who comes to use service and more than that be the cause of progress in administration by bring a moral principle apply to their organization.
