THE ADMINISTRATION ACCORDING TO GOOD GOVERNANCE OF NGAENG SUB-DISTRICT ADMINISTRATIVE ORGANIZATION, PUA DISTRICT, NAN PROVINCE

Abstract

The objectives of this research were: 1) to study the administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province; 2) to compare the administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province, classified by personal factors; 3) to study the problems, obstacles, and suggestions regarding the administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province; and 4) to study the guidelines for the development of administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province.

The study was a mixed methods research. The population and sample consisted of people aged 18 years and above, totaling 4,073 people. The samples were 364 people, determined by using the formula of Taro Yamane. The data were collected by using questionnaires and analyzed by using a computer program for social science research to determine frequency, percentage, mean, and standard deviation to describe general information. The hypothesis was tested by using t-test and F-test with One Way ANOVA. When differences were found, the least significant difference test was used. In the part of the open-ended questions concerning problems, obstacles, and suggestions, the researcher arranged the data according to the issues in the open-ended questions. The data were then analyzed by frequency. Data from interviews were gathered according to the main issues of the interviews and then analyzed by content analysis.

The results of the study were as follows:

   The level of opinion of people on the administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province, was found that the people had opinions on the administration of Ngaeng Sub-District Administrative Organization overall at the moderate level (X = 3.01, S.D. = 0.892).

   Comparison of the administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province, classified by personal factors, including gender, age, education, occupation, and income per month, found that overall there was no difference. Therefore, the hypothesis was rejected.

   The results of the study of problems, obstacles, and suggestions regarding the administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province, found that Ngaeng Sub-District Administrative Organization provided public information and public relations to the people, but the people had little participation in administration in terms of thinking, performing, and taking responsibility in Ngaeng Sub-District Administrative Organization. Ngaeng Sub-District Administrative Organization should further apply Good Governance in administration to improve the efficiency and effectiveness of the organization.

   The guidelines for the development of administration according to Good Governance of Ngaeng Sub-District Administrative Organization, Pua District, Nan Province, consisted of encouraging people to have knowledge about the roles and responsibilities of the Sub-District Administrative Organization. They should emphasize people’s participation in thinking, acting, decision-making, listening, and creating solutions to ensure that development corresponds to the problems and needs of the people. They should also organize activities to promote morality and ethics that can be applied in daily life. In addition, they should campaign for the use of local natural resources to benefit the community.
