Peple’s Participation according to Aparih niyadhamma in policy Formulation of bankoh sub-district Municipality, muanguttaradit district, uttaradit province

Abstract

The objectives of this Research study were 1) to study the level people’s participation according to Aparihaniyadhamma in policy formulation of Bankoh Sub District municipality, MuangUttaradit District, UttaraditProvince, 2) to compare the opinion of the 
people regarding people’s participation according to Aparihaniyadhammain policy formulation of Bankoh Sub– District Municipality,
MuangUttaradit District, UttaraditProvince, 3) to investigate the problem, obstacle, and the suggestion in people’s participation according to Aparihaniyadhamma in policy formulation of Bankoh Sub– District municipality, Muang  Uttaradit District, Uttaradit
Province and 4) to study the development guidelines for people’s participation according to Aparihaniyadhamma in policy formulation of BankohSub– District Municipality, MuangUttaradit District, Uttaradit Province.The methodology was Mixed
Methods Research.Thepopulation were 9,009  people’s who was age 18 up , live in BankohSub– District Municipality, MuangUttaradit District, UttaraditProvince , by using proportional multi-stage random sampling , sample group hypothesis of Taro Yamane,383 people by using proportional multi-stage random sampling.The data were collected by questionnaire and the data analysis was done with Social Science SPSS. The statistics were used values of frequency, percentage, mean, standard deviation, hypothesistest with T-test, F-test, one way ANOVA and differentiates the dual average with Least Significant Difference: LSD. In  the part of opened and close questionnaire to show the problem, obstacle, and suggestion the researcher was arrange the group according to issue of open– end. Then, they were analyzed by frequency an interview collecting data from data grouping,the researcher will gather data on the essence of the in-depth-interview and then by content analysis technique.
The results of the research were found as follows :
1) The levelofpeople’s  participation  according to Aparihaniyadhamma in policy formulation of Bankoh Sub– District municipality, Muang Uttaradit District, Uttaradit Province were found that the overall was at the medium  level(x 2.95 ,S.D.=0.666). When considering in each aspect;people’s participationaccording to Aparihaniyadhamma in policy formulation of Bankoh Sub– District Municipality, MuangUttaradit District, UttaraditProvince were at the medium level all aspect,by descending order;the quality of live development was the highest level (x= 3.09, S.D.= 0.127) ,prevention and solution from drug and all vices was the medium level ( x= 2.99 , S.D.= 0.111) and nature and environmental conservationwas the least level(x= 2.85 , S.D.= 0.093).
2) The result  of comparison of the level of people’s participation  according to Aparihaniyadhamma in policy formulation of Bankoh Sub– District Municipality, Muang,Uttaradit District, UttaraditProvincewas hypothesis tested by analyzing in aspects of individual factors consist of gender, age and occupation, it was found that no significant different .Which was not accepted the hypothesis. While difference educational background,performance efficiency were statistically positive related at  a .05 level of significance mean accepted the hypothesis.
3) The problem, obstacle, and the suggestionfor people’s participation  according to Aparihaniyadhamma in policy formulation of Bankoh Sub– District Municipality, MuangUttaradit District, UttaraditProvincewas defectively public relations problem ,people
keep away, defective knowledge and comprehension for campaign, encouragement and planning to development. 
4)The result of interview people’s participation according to Aparihaniyadhamma in policy formulation of Bankoh Sub– District Municipality, MuangUttaradit District, Uttaraditprovince was found that the quality of live development should train and publicize for people, furnish to federate code of law, regulation. In prevention and solution from drug and all vices, should participate of people to coordinate, give information by people in area. In promotion of occupation, Investment, commerce and tourism, should
promote the occupation, was introduced to development by training and nature and environmental conservation, should  furnish to people in participation in job planning. Shouldcampaign about the resources efficiency.
