THE CRIMINAL PREVENTION, AND SUPPRESSION BASED FROM THE COMMUNITY IN THE AREA OF CHOMTHONG DISTRICT, CHIANGMAI PROVINCE

Abstract

The objectives of this research are: 1) to study the people’s opinion levels about criminal prevention and suppression based on the community in the area of Chomthong district, Chiangmai province, 2) to compare about the criminal prevention and suppression based from the community in the area of Chomthong, Chiangmai province classified by personal factors, 3) to study the Buddhist relationship and the path of accomplishment, the criminal prevention and suppression based from on community in the area of Chomthong district, Chiangmai province, and 4) to study the guideline of Iddhipada principle of the criminal prevention and suppression based the community in the area of Chomthong district, Chiangmai province. This study uses mixed methods as a quantitative and qualitative research. The sampling group of population in this research is selected from the Chomthong district community during the year of 2016, totally 398 people. The methods are as follows; random sampling and data collecting from using questionnaires and interviewing. This study used mixed method as a quantitative and qualitative research.

The result of this research:

   The opinion level of the people about the criminal prevention with the community based in the area of Chomthong district, Chiangmai province, it found that the people who had answered the questionnaire the overall was in the high level.

   The opinion level of the people on the level of criminal prevention based on the path of accomplishment from the police officers in Chomthong district, Chiangmai province, found that the people who had answered the questionnaire, the overall was in the high level.

   The result from the comparison of the opinion level about the criminal prevention and suppression based on the community in the area of Chomthong district, Chiangmai province from testing the hypothesis by analyzing the differences classified with the personal, namely, the educational level, occupation, age, and income, it found that the educational level, occupation, and income are not different, so the hypothesis become unacceptable. However, it found the differences in the age, therefore, the hypothesis could be acceptable.

   The result of the study from the problems and the difficulties about the opinion of the people towards the criminal prevention and suppression with the community based in the area of Chomthong district, Chiangmai province, namely the part of the rule compulsion, including found the discrimination among the people. The poor men did not get the justice as expected, the community-relation police officers, they cannot approach all groups of age. Also, the community-service police officers lack of creating the participation on the handling the crime with the environment. It found the discrimination among the poor people. They did not get the justice as expected. Due to broken-window theory, there is no any opinion.

   The result interview about the guideline application of Iddhipada on the criminal prevention and suppression based on the community in the area of Chomthong district, Chiangmai province found that the law enforcement with the Buddhism principle as according to Iddhipada that have to operate in equal, no racial discrimination, and serve the people equally. The community-related police officers have to pay attention and do coordinate with the community, then it become the intimacy each other, and the officers will get the good cooperation in each sides that is useful to the criminal prevention and suppression. The community-service police officers have to keep the priority on the listening to the problems from the staffs who had been assigned to work with the community in order to be the guideline on the planning of the criminal prevention and suppression, the criminal supervision with the environment, and also the coordination with the government and the private is a part of promoting the criminal prevention related to the criminal supervision with the environment approaching the success sustainably. The broken-window theory, the police officers should frequently patrol the area and also observe the abnormality of the environment around.
