FACTORS AFFECTING THE SUCCESS OF MANAGEMENT ACCORDING TO GOOD GOVERNANCE OF BANKLANG SUB-DISTRICT MUNICIPALITY, MUEANG DISTRICT, LAMPHUN PROVINCE

Abstract

The objectives of this research were to; 1) to study the management according to good governance of Banklang sub-district municipality, Mueang district, Lamphun province, 2) to study the factors affecting the success of management according to good governance of Banklang sub-district municipality, Mueang district, Lamphun province, and 3) to propose the process of promoting factors affecting the success of management according to good governance of Banklang sub-district municipality, Mueang district, Lamphun province. This research was conducted by using the qualitative research methodology and the data collected by using in-depth interview. The researcher interviewed 15 people with the key of informants, namely the first group was Buddhist monks who administer in Banklang Sangha sub-district, Mueang district, Lamphun province, the second group was administrators of Banklang sub-district municipality, the third group was the scholars in Banklang sub-district municipality, Mueang district, Lamphun province, and the fourth group was the people in Banklang sub-district municipality, Mueang district, Lamphun province.

The findings of this research were found as follows:

   The management according to good governance of Banklang sub-district municipality, Muang district, Lamphun province was found that the success of management according to good governance awarded local government with management. In order that Banklang sub-district municipality has management in the rule of law, compliance with laws and regulations of the Ministry, taken advantage of people. The morality has justness administration based on the fact and the good of society. The transparency has the promoting work for transparency. The participation promoted the people to participate in following, checking the result of various projects. The responsibility managed by the model of preparing project and activity. The value was proceeded the value analysis, investment return of economic or social according to the investment program or project of the local administration.

   Factors affecting the success of management according to good governance of Banklang sub-district municipality, Muang district, Lamphun province was found that there are 4 aspects, namely administrators, personnel, planning and budget.

   The promoting process of factors affecting the success of management according to good governance of Banklang sub-district municipality, Muang district, Lamphun province was found that the administrators should promote the ability training of organization executives who have the leadership qualification, mercy, human relations, thinker, analyst, a visionary leader, intent on duty and responsibility. The personnel should promote the process of personnel development that has kindness, reason, discipline. The planning should have the planning efficiency that compositions are the planning stage, action plan, checking plan, plan evaluation and evaluation result to improve. The budget has to control the cost-efficient and effective, including the sustainable development by considering the benefits arising from the project both economic, social and better life quality.
