THE ADMINISTRATION ACCORDANCE TO GOOD GOVERNANCE OF KOH SUB-DISTRICT MUNICIPALITY LI DISTRICT, LAMPHUN PROVINCE

Abstract
The purposes of this study were 1) to study the opinions of people toward administration according to the principles of good governance of Koh Sub-District Municipality, Li District, Lamphun Province; 2) to compare the opinions of people toward administration according to the principles of good governance of Koh Sub-District Municipality, Li District, Lamphun Province, classified by personal factors; 3) to study the problems, obstacles, and suggestions regarding administration according to the principles of good governance of Koh Sub-District Municipality, Li District, Lamphun Province; and 4) to study guidelines for administration according to the principles of good governance of Koh Sub-District Municipality, Li District, Lamphun Province.
This study employed mixed-method research, consisting of quantitative and qualitative research. The quantitative research was conducted using a survey method. The sample consisted of 335 people living in Koh Sub-District Municipality, Li District, Lamphun Province, selected through simple random sampling. The qualitative research was conducted through in-depth interviews with key informants. Data were collected using questionnaires and interview forms. Quantitative data were analyzed using frequency, percentage, mean, and standard deviation. Hypothesis testing was conducted using the t-test and F-test with one-way analysis of variance (One-way ANOVA). Qualitative data were analyzed using content analysis.
The findings of the study were as follows:
The overall level of people's opinions toward administration according to the principles of good governance of Koh Sub-District Municipality, Li District, Lamphun Province, was high (X̅ = 3.89). When considered by aspect, all six aspects were rated at a high level: the rule of law (X̅ = 3.39), morality (X̅ = 3.66), transparency (X̅ = 3.65), participation (X̅ = 3.37), responsibility (X̅ = 4.36), and worthiness (X̅ = 4.11).
The results of hypothesis testing showed that people with different genders, ages, and educational levels had significantly different opinions toward administration according to the principles of good governance of Koh Sub-District Municipality, Li District, Lamphun Province. However, people with different monthly incomes had no significantly different opinions.
The problems, obstacles, and suggestions regarding administration according to the principles of good governance were found as follows: In terms of the rule of law, people still lacked knowledge and understanding of laws, and public relations were not sufficiently comprehensive. Budget allocation was also not always consistent with urgent needs. In terms of morality, training should be provided on relevant laws, rules, and regulations. In terms of transparency, people had limited opportunities to participate in monitoring and lacked access to sufficient information. In terms of participation, the municipality should organize village community meetings and provide information to people in advance before implementing projects or activities. In terms of responsibility, personnel should be encouraged to develop awareness of their rights, duties, and responsibility for the consequences of their actions. In terms of worthiness, resources should be used efficiently and appropriately, with the principles of the Sufficiency Economy applied to administrative practices.
The qualitative findings revealed that most key informants emphasized the importance of developing laws, rules, and regulations to be current, fair, and acceptable to society, while promoting compliance with the law. Personnel should serve as good role models by demonstrating honesty, sincerity, diligence, patience, and discipline. The municipality should promote participation between the municipality and the people by providing opportunities for everyone to express opinions, participate in decision-making, and jointly address community problems. Personnel and citizens should also develop awareness of their duties and responsibilities toward the community and manage and utilize resources appropriately to maximize the common interest.
Therefore, Koh Sub-District Municipality, Li District, Lamphun Province, should promote learning and cultivate the practice of good governance in all six aspects among its personnel. Administrators should serve as good role models for personnel and local residents, establish clear written policies and procedures that can be communicated to everyone, and develop transparent and verifiable administrative processes. The municipality should provide opportunities for personnel to participate in organizational projects and strengthen public relations so that community members and local residents receive accurate and comprehensive information. It should also encourage greater public participation in community development activities and promote the application of good governance together with the principles of the Sufficiency Economy to ensure that organizational and community resources are used efficiently and generate maximum benefit for the public.
