The Effectiveness in Public Service according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality, Wiangchai District, Chiangrai Province

Abstract

The objectives of this research were 1) to study the level of the effectiveness in public service according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality, Wiangchai District, Chiangrai Province. 2) to compare the opinion of the people regarding
the effectiveness in public services according to Saṅgahavatthu IV of Wiangnua Sub District Municipality, Wiangchai District, Chiangrai Province. 3) to investigate the problem, obstacle, and the suggestion in public services according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality, Wiangchai District, Chiangrai Province. and 4) to study the development guidelines for the effectiveness in public services according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality, Wiangchai District, Chiangrai
Province. The methodology was Mixed Methods Research. The population were  4,941 people  who live in Wiangnua Sub-District Municipality area, Wiangchai District, Chiangrai Province by using in stratified sampling hypothesis of Taro Yamane, 370 people. The
data were collected by questionnaire and the data analysis was done with Social Science SPSS. The statistics were used values of frequency, percentage, mean, standard deviation, hypothesis test with t-test, F-test, One way ANOVA and differentiates the dual
average with Least Significant Difference: LSD. In the part of opened and close questionnaire to show the problem, obstacle, and suggestion the researcher was arrange the group according to issue of open– end. Then, they were analyzed by frequency and
in-depth interview collecting data from 9 key informants, the researcher will gather data on the essence of the in-depth interview and then by content analyzed by descriptive interpretation.
The results of the research were Found as follow ;
1) The  level of the effectiveness in public service  according to Saṅgahavatthu IV of  Wiangnua Sub-District Municipality, Wiangchai District, Chiangrai Province . were found that the overall was at the high level (x = 3.54). When considering in each aspect; Piyavaca: kindly speech, Atthacariya: useful conduct, respectively and Samanattata: even equal treatment, the  average were at the highest level (x = 3.56)
2) The comparison of the level of the effectiveness in public service  according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality, Wiangchai District, Chiangrai Province, was hypothesis tested by analyzing in aspects of individual factors consist of
gender, age, educational background, monthly income and occupation, it is found that gender no significant different. was mean rejected the hypothesis  While difference age, educational background, monthly income and occupation were different statistically
significant at the 0.05 level, which is accepted the hypothesis. 
3) The problem, obstacle, and the suggestion about the effectiveness in public service according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality that, in the of Dana aspect: generosity about road maintenance problem, was dilapidated, narrow ,curved of the route, should improve, raise of dilapidated the route, in the Piyavaca aspect: kindly speech, should don’t keep their word on their agreements with people. and solve delay solution, should permit people to share opinions and keep their word on their agreements with people. In the Atthacariya aspect : respectively about delayed administration of projects of Sub-District Municipality, should take care and sacrifice, should not ignore, and In the Samanattata aspect: even equal treatment, about road
maintenance problem, should service impartially and equally. 
4) The development guidelines for the effectiveness in public service according to Saṅgahavatthu IV of Wiangnua Sub-District Municipality, It was found that officer Sub-District Municipality should dedicated strength and inner strength, intelligence to help or service public. As well as, explain  to  delayed some problems and obstacles of  service public. by using  sweet language, polite, courtesy, smiling, patience with clarification on a few issues that people do not understand. To explain the reasons for the success in thoroughly and equality serving the public, shouldn’t be indifferent for budgets in support projects and activities for benefit of people. by using people participle And dedication in consistently work without discrimination.
