The Operation along with Strategic Plan on Social Development according to Bhāvanā IV of Pamatch Sub-District Municipality Maung District, Phrae Province

Abstract

The objectives of this research were: 1) to study the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province; 2) to compare the opinions of personnel in Pamatch Sub-District Municipality, Mueang District, Phrae Province, classified by personal factors; 3) to study the problems, obstacles, and suggestions regarding the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province; and 4) to study the guidelines for the development of the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province.

This research was mixed methods research using quantitative and qualitative research. The population and sample group for this research consisted of 110 personnel of Pamatch Sub-District Municipality, Mueang District, Phrae Province. Data were collected using a questionnaire and analyzed using a statistical program for social sciences research to determine frequency, percentage, mean, and standard deviation to describe general information. Hypotheses were tested using t-test and F-test with One Way ANOVA. The qualitative research used in-depth interviews with seven executives of Pamatch Sub-District Municipality.

The results of this research found that:

   The results of the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province were found to be at the highest level overall (X = 3.60, S.D. = 0.751). When considered in each aspect, it was found that each aspect was at a high level, namely Kaya-Bhāvanā (physical development), Sīla-Bhāvanā (moral development), Citta-Bhāvanā (emotional development), and Paññā-Bhāvanā (wisdom development).

   The results of the comparison of personnel opinions regarding the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province, classified by personal factors, found that personnel opinions towards the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province were not different. Therefore, the hypothesis was rejected.

   The problems, obstacles, and suggestions regarding the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province were found that some personnel did not work systematically. They should seek experts to provide training, and the experts should have experience, knowledge, and the ability to provide training. In addition, expenditure should be supported for personnel working in the organization to ensure quality and efficiency in accordance with the objectives.

   The guidelines for the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality, Mueang District, Phrae Province should focus on strengthening the potential of personnel in their work in terms of physical development, speech, and mindfulness through training activities such as exercise, observance of the Five Precepts, and meditation practice. These activities can promote good health, effective work, and responsibility toward oneself and the organization, while emphasizing the benefits of the community, in order to apply them to the operation along with the strategic plan on social development according to Bhāvanā IV of Pamatch Sub-District Municipality and improve its efficiency.
