A Development Administration Acccording to Gharāvāsadhammaiv of Nampee Sub-district Administrative Organization, ThongSaen Khan district, Uttaradit province

Abstract

The objectives of this research were 1) to study A Development Administration According to Gharāvāsadhamma of Nampee Sub-district Administrative Organization, Thong Saen Khan District, Uttaradit Province in the public perspective, 2) to study and compare the public opinions towards A Development Administration According to Gharāvāsadhamma of Nampee Sub-district Administrative Organization, Thong Saen Khan District, Uttaradit Province, 3) to study problems, obstacles, and suggestions of A Development Administration According to Gharāvāsadhamma of Nampee Sub-district Administrative Organization, Thong Saen Khan District, Uttaradit Province, 4) to study guidelines for A Development Administration According to Gharāvāsadhamma of Nampee Sub-district Administrative Organization, Thong Saen Khan District, Uttaradit Province.

This research was mixed-method research (combined quantitative and qualitative research). Quantitative data were collected through the questionnaire. The sample consisted of 374 local people within the area of Nampee Sub-district Administrative Organization. Data were analyzed by statistics including frequency, percentage, mean, and standard deviation to describe personal characteristics or independent variable. Hypothesis testing was conducted by using t-test and F-test analysis, ANOVA (One-way ANOVA). A pair of means was compared by using Least Significant Difference (LSD).

In part of qualitative research, 7 informants were identified and purposively selected from a panel of experts whose qualifications meet the content of the research. The research instruments included structured in-depth interview and face-to-face in-depth interview. Data were analyzed through descriptive interpretation.

The results of this research showed that:

   Overall, the sample had a high level of opinions towards Gharāvāsadhamma-based development administration of Nampee SAO (X = 4.06, S.D. = 0.317). By considering each aspect, Thama had the highest mean score (X = 4.06, S.D. = 0.266). It was followed by Chakha (X = 3.93, S.D. = 0.333), and Khanti (X = 3.88, S.D. = 0.356). Satcha had the lowest mean score (X = 3.79, S.D. = 0.373).

   With hypothesis testing, the comparison of the sample’s opinions towards Gharāvāsadhamma-based development administration of Nampee SAO, classified by personal factors, showed as follows. The sample with differences in gender, age, occupation, and monthly income had indifferent levels of opinion towards Gharāvāsadhamma-based development administration of Nampee SAO. The sample with differences in education level had different levels of opinion towards Gharāvāsadhamma-based development administration of Nampee SAO with statistical significance at the level of 0.01, thus accepting the hypothesis.

   Results of studying problems, obstacles, and suggestions regarding Gharāvāsadhamma-based development administration of Nampee SAO showed that development administration requires transparency, strict disciplinary rules and regulations, equality, and no discrimination. Besides, officers should perform their duties with diligence and sacrifice for the public and common interest.

   The suggestions of this study are that personnel should be encouraged to acquire knowledge and ability to solve problems for the public. The public should receive an opportunity to participate in development administration of Nampee SAO.
