THE ADMINISTRATION ACCORDANCE WITH GOOD GOVERNANCE OF MUNICIPAL DISTRICT, DENCHAI DISTRICT, PHRAE PROVINCE

Abstract

The purposes of this research were: 1) to study the administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province; 2) to study and compare the administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province, classified according to individual factors; 3) to study problems, obstacles, and suggestions regarding the administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province; and 4) to study guidelines for the administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province.

This study was mixed methods research. The population consisted of 250 people, using the calculated sample size formula of Taro Yamane, resulting in a total sample of 150 people. Data were collected using questionnaires and analyzed using a computer program for social science research to determine frequency, percentage, mean, and standard deviation to describe general information. The hypothesis was tested using t-test and F-test with one-way ANOVA. When differences were found, the least significant difference (LSD) test was used for pairwise comparisons. In the part of the open-ended questions concerning problems, obstacles, and suggestions, the researcher arranged the data according to the issues specified in the open-ended questions. The data were then analyzed using frequency distribution. Data from the structured in-depth interviews with 7 key informants were collected according to the main issues of the interviews and analyzed using content analysis.

The results of the research were found as follows:

   The level of administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province, found that the personnel of municipal districts in Den Chai District, Phrae Province, had an overall level of administration according to good governance at a high level (X = 3.68).

   The results of the comparison of administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province, using hypothesis testing and analyzing differences according to individual factors, including sex, age, educational background, income, status, and work experience, found that when classified according to individual factors, there were no significant differences. Therefore, the hypothesis was rejected.

   The results of the study of problems, obstacles, and suggestions regarding the administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province, found that some personnel did not understand the rules and regulations of the municipality, resulting in a lack of public confidence in the services provided by personnel. The municipality also lacked public relations, causing people to be unable to access and receive updated information. It was suggested that personnel should be developed to have knowledge and understanding of their responsibilities, municipal rules and regulations, and Buddhist principles for the development of both mind and knowledge.

   The guidelines for the administration in accordance with good governance of municipal districts in Den Chai District, Phrae Province, found that the municipality should promote and support personnel in developing themselves in terms of municipal rules and regulations and Buddhist principles to enhance their knowledge and understanding of their duties, gain public acceptance and trust, and encourage cooperation in providing services to the people.
