FACTORS AFFECTING THE SUCCESS IN ADMINISTRATION OF COMMUNITY WELFARE FUND OF BANMAE SUB-DISTRICT, SANPATONG DISTRICT, CHIANGMAI PROVINCE

Abstract

The purposes of this study were 1) to examine the success in administration of community welfare fund of Banmae Sub-district, Sanpatong District, Chiang Mai Province, 2) to find out the success level in administration of community welfare fund of Banmae Sub-district, 3) to investigate the relation between Buddhist leadership of administrator and the success in administration of community welfare fund of Banmae Sub-district, and 4) to explore the application of Dutiyapapanika Sutta principle in administration of community welfare fund of Banmae Sub-district.

The research used mixed method research. The population and sample were 2,262 people selected from the members of the community welfare fund of Banmae Sub-district, Sanpatong District, Chiang Mai Province. The samples were 340 people by using the formula of Taro Yamane with simple random sampling. The data were collected by using the questionnaire and the data analysis was performed by a computer program for social science research and followed by statistics such as frequency, percentage, mean, and standard deviation: SD, hypothesis test with Chi-Square Test, and the Pearson Product Moment Correlation. An open-ended question that showed the application of Dutiyapapanika Sutta principle in administrating the fund, the researcher arranged the group according to the issues of the open-ended questions. Then, the data were analyzed by frequency. For the data from interviews, the researcher gathered data on the essence of the interview, then conducted content analysis and presented the results in essay form.

The findings of the research were as follows:

   The opinion level of Buddhist leadership in administration of community welfare fund of Banmae Sub-district, Sanpatong District, Chiang Mai Province, it was found that the respondents’ opinion level of Buddhist leadership in administration according to Dutiyapapanika Sutta principle towards the success in administration of community welfare fund of Banmae Sub-district, Sanpatong District, Chiang Mai Province was overall at the high level (X̅ = 3.91). When considering each aspect, it was found that Vidhũro (Management) was at the highest level (X̅ = 3.92), while Chakkhumã (Vision) was at the lowest level (X̅ = 3.90).

   The opinion level of the success in administration of community welfare fund of Banmae Sub-district found that the respondents’ opinion level was overall at the high level (X̅ = 3.69). When considering each aspect, it was found that self-reliance was (X̅ = 3.70) and the strength of fund was (X̅ = 3.68).

   The relationship study of personal factors towards the success in administration of community welfare fund of Banmae Sub-district found that the occupation factor was related to the success in administration of community welfare fund of Banmae Sub-district, while personal factors such as gender, age, education, and income per month were unrelated to the success in administration of community welfare fund of Banmae Sub-district.

   The suggestion of the application guideline of Dutiyapapanika Sutta principle in administration of welfare fund found that Chakkhumã (Vision), the administrator should help together in determining the policy and action plan clearly. Vidhũro (Management) should place the structure and select the person who is appropriate for the work. Nissayasampanno (Human Relationship) should have a good relationship together and help each other. All three aspects were important in administration of the fund for achieving the objectives.

   The application guideline of Dutiyapapanika Sutta in administration of community welfare fund of Banmae Sub-district focused on vision administration, good management, and good relationship of fund administrators that will lead to the strength of the fund by cooperation, harmony, helping each other, and sustainable self-reliance.
