PROBLEMS AND GUIDELINES FOR THE EDUCATIONAL MANAGEMENT OF EARLY CHILHOOD DEVELOPMENT CENTERS IN THE LOCAL GOVERNMENT ORGANIZATIONS IN NONG BUA LUM PHU PROVINCE

Abstract

The objectives of this research were 1) to study problems of early childhood educational management of the childhood development centers under local government organizations in Nong Bua Lum Phu Province 2) to compare the problems of early childhood educational management of the childhood development centers under local government organizations in Nong Bua Lum Phu Province according to opinions of personnel in the centers and 3) to investigated the guidelines of early childhood educational management of the childhood development centers under local government organizations in Nong Bua Lum Phu Province. The samples of this research were total 280 persons who were working in the centers, selected from a total population through the table of Krejecie and Morgan. The instrument of the research used to collect data was the rating-scale questionnaire with the entire validity of 0.981. The statistics used to analyze the data were comprised of frequency, percentage, mean, standard deviation. The t-test for independent samples and the one-way analysis of variance (ANOVA) by using F-test. In case paired differences were found, the Scheffe's method was utilized. The data obtained from the interview were analyzed by content analysis.

The research findings were found as follows:

1. The problems of early childhood educational management of the childhood development centers under local government organizations in Nong Bua Lum Phu Province were overall found at moderate level. The problems were ranged in descending order by their mean values as follows: 1) the management of the Child Development Center 2) the personnel 3) the academic and curriculum activities 4) followed by the network to promote early childhood development 5) the building and environment and safety 6) participation and support of all sectors respectively.

2. The comparison of the problems, classified by their educational levels, positions, working experiences, school type. The samples had no overall difference and in each aspect. However, considered each aspect, classified by school type and working experience was found to be different at a statistically significant level of .05.

3. The guidelines of early childhood educational management as follows: 1) for the aspect of the center management, should provide a policy, annual plan and budgets and supervise and monitor the personnel's performance systematically 2) for the aspect of the personnel, should provide a sufficient educational personnel and appropriate to his position 3) for the aspect of the building, should Provide a plan for developing and restoring the buildings and environment to be safe and enough to amount of the students 4) for aspect of the environment and safety, should provide more knowledge about educational curriculum and learning process such as making a plan, research,innovation, project-based teaching to the personnel and should be assessed by the related education agencies according to the core curriculum 5) for the aspect of the academic, should give the school educational committees, community leaders, students' parents and students have participation in the activities of the centers and 6) for the aspect of the curriculum activities, should encourage the child development center to create a network at the all levels: sub-district, districts and province .Encouraged the centers to work with a standardized quality.
