THE ROLE SUB-DISTRICT ADMINISTRATIVE ORGANIZATION IN THE APPLICATION OF SARANIYADHAMMA TO STRENGTHENING ON KORRUM DISTRICT, UTTARADIT PROVINCE

Abstract
The aims of this research were: 1) to study the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province; 2) to compare the opinions of personnel on the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province; 3) to study the problems, obstacles and suggestions of the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province; and 4) to study the process of development of the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province.
This research was conducted using Mixed Methods Research, consisting of Quantitative Research and Qualitative Research. The population of this research was 9,628 people, and the sample size was 384 people, determined by using the formula of Taro Yamane and selected by Simple Random Sampling using the draw lots method. The data were collected by using a questionnaire and analyzed by using the Statistical Package for the Social Sciences (SPSS). The data were analyzed by frequency, percentage, mean and standard deviation. The hypotheses were tested using t-test and F-test with One Way Analysis of Variance (One Way ANOVA). In addition, In-Depth Interviews were conducted with 7 key informants, and the data were analyzed using descriptive analysis.
The results of this research were found as follows:
The level of personnel’s opinions towards the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province was found to be at a high level, with an average of 3.74 and S.D. = 0.49.
The results of the comparison of people’s opinions towards the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province, classified by gender, age, occupation and monthly income, were found to be different; therefore, the hypothesis was accepted. Regarding educational background, the opinions were found to be different; therefore, the hypothesis was rejected.
The problems, obstacles and suggestions concerning the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province were found that personnel or officers lacked responsibility, were selfish, lacked sacrifice in their work, and did not trust one another. The suggestions were that there should be awareness and sacrifice in work, appropriate advice should be given to those who made mistakes using polite speech, and encouragement in working together should be promoted for everyone.
The development process approach based on the Role of Sub-District Administrative Organization in the Application of Saraniyadhamma to Strengthening on Korrum District, Uttaradit Province should provide public services and seek new development approaches to support the people. Training projects on local occupations should be provided to the people, and the people should be supported in developing self-reliance after receiving the training.
