HUMAN RESOURCE DEVELOPMENT IN ACCORDANCE WITH BHAVANA IV OF LAMPHUN PROVICINAL POLICE

Abstract

The objectives of this research “Human Resource Development in accordance with Bhavana IV of Lamphun Provincial Police” were: 1) to study the development of human resources according to the principle of Bhavana IV of Lamphun Provincial Police, 2) to compare the opinions of police officers towards human resource development according to the principle of Bhavana IV of Lamphun Provincial Police, 3) to find out the problems, obstacles and suggestions for the development of human resources according to the principle of Bhavana IV of Lamphun Provincial Police, and 4) to investigate the application guidelines according to Bhavana IV towards human resource development of Lamphun Provincial Police. The research used mixed methods research by using populations and samples of 205 people selected from commissioned police officers and non-commissioned police officers of Banthi and Maetha Police Stations, Lamphun Province, as representatives of Lamphun Provincial Police. The samples were 136 people by using the formula of Krejcie & Morgan. The data collection was conducted by using a questionnaire and a computer program for social science research, and the analysis of data was done by frequency, percentage, mean and standard deviation, statistical hypothesis testing using t-test, F-test by one-way analysis of variance (One-way ANOVA), and the Least Significant Difference (LSD). In the part of open-ended questions showing the problems, obstacles and suggestions, the researcher arranged the groups according to the issues of the open-ended questions. Then, the data were analyzed by frequency, and data from interviews were grouped according to the essence of the interview, followed by content analysis technique (Content Analysis Technique).


The results showed that:




  1. The level of human resource development in accordance with Bhavana IV of Lamphun Provincial Police was at a high level. The total average was high (x̄ = 4.18). Considering each aspect, each aspect of human resource development according to Bhavana IV was at a high level. The highest average (x̄ = 4.33) was in Panna Bhavana, while the lowest average (x̄ = 4.02) was in Citta Bhavana.




  2. The comparison of opinions on human resource development in accordance with Bhavana IV of Lamphun Provincial Police was conducted by testing the hypothesis and analyzing differences according to personal factors such as age, education, current position, monthly income level and years of government service. It was found that the opinions of the police officers were not different.




  3. The study of the problems, obstacles and recommendations on human resource development in accordance with Bhavana IV of Lamphun Provincial Police was concluded that there were many obligations, most officials did not follow the orders of their superiors, and officials did not find time to truly practice. Therefore, there should be consistent training and activities appropriate to age, health promotion, personnel training in mental development, training in discipline, and training and coaching to develop intellectual acumen for the benefit of themselves and society.




  4. The results of the interviews showed that most key informants emphasized the importance of behaving according to regulations and laws in order to provide fairness to the public, developing physical health and creating a better personality free from disease, including applying Buddhist principles to perform their duties more effectively.
