LOCAL INNOVATION MANAGEMENT OF THE SUCCESSFUL THAI LOCAL ADMINISTRATIVE ORGANIZATIONS: AN ANALYTICAL PERSPECTIVE BY USING A STRUCTURAL FUNCTIONALISM THEORY

Abstract

This article, mainly, aims at presenting the analysis of the nature and conditional factors related to the success of local innovation management in the successful Thai local administrative organizations and to explain the phenomenon by applying Talcott Parsons's Structural-functionalism theory perspective based on the AGIL concept consisting of Adaptation-A, Goal attainment-G, Integration-l and Latency-L. The successful Thai local administrative organization in innovation management selected for this study and analysis was Roi Et Municipality.

The results of the analysis were as follows: Adaptation-A; Roi Et Municipality has been working to develop public service in the area in which its adaptation in terms of political and administrative dimension, social dimension, economic dimension and information and communication technology dimension. Whereas, Goal attainment-G; Roi Et Municipality has clearly set goals to drive the organizational development in form of vision, mission and development strategy. It is important for the members to think and look towards the same goal in two groups, namely; the first group is the people and the second group is the personnel. For Integration-l; Roi Et Municipality has integrated its work in cooperation with various networks to manage local innovations both at the local and regional levels, including overseas agencies as well. In addition, Latency-L; Roi-Et has adhered to the principles of good governance and sustainable urbanization. The treatment of patterns or cultural symbols and motivations of the agency is very clear. Those are ethical-oriented culture, team-oriented culture, innovative-oriented culture and public participation-oriented and collaborative networks-oriented culture.
