PROMOTING THE STRENGTH OF THE DEVELOPMENT NETWORK OF THE PA SANG SUB-DISTRICT ADMINISTRATIVE ORGANISATION IN MAE CHAN DISTRICT, CHIANG RAI PROVINCE

Abstract

The article has objectives to 1) study the context and development factors of
the Pa Sang Subdistrict Administrative Organization, Mae Chan District, Chiang Rai Province,
2) study the process of upgrading from Pa Sang Subdistrict Administrative Organization, Pa
Sang Subdistrict, Mae Chan District, Chiang Rai Province and 3) to promote the
development network of Pa Sang Subdistrict Administrative Organization, Pa Sang
Subdistrict, Mae Chan District, Chiang Rai Province. This is the qualitative research and
tools to collect data were document and interviewing. The research result found
that;
1) The context and development factors of the Pa Sang Subdistrict
Administrative Organization, Mae Chan District, Chiang Rai Province, found that the
organization continuously promoted and supported the education system both
formal and informal education and promoted the learning of people in the
subdistrict, development of community learning information network together with
the promotion of ethics, culture and sustain the local tradition.
2) The process of upgrading from Pa Sang Subdistrict Administrative
Organization, Pa Sang Subdistrict, Mae Chan District, Chiang Rai Province, found that the
preparation process was as follows; 1) political and administrative policy, 2)
infrastructure policy, 3) social and quality of life policy, 4) economic and people's
livelihood policy and 5) environment and natural resources policy. And
3) the promotion of the development network of Pa Sang Subdistrict
Administrative Organization, Pa Sang Subdistrict, Mae Chan District, Chiang Rai Province,
found that the request to change the status from a sub-district administrative organization
to the sub-district municipality was the public opinion polls or minutes of meetings which
was considered as the intention of the local people in which public participation usually
comes in many forms, but the model that can be considered that has been with Thai
society for a long time was the village or sub-district community meeting.
